This tracker treats short-cycle temporary and visa labor as a design choice, not a natural law. Sovereign productive capacity and hemisphere security require a permanent American citizen workforce as the base. Temporary and visa channels are not a standing capacity strategy except for genuine genius-level contribution.

Policy and firm practice still treat short-cycle temporary or visa labor as normal capacity design. That design exports learning, weakens institutional knowledge, and conflicts with Hamiltonian productive sovereignty.
National moves show the alternative is operational, not theoretical. The clearest current proof point is USDOT-led rescission of non-sovereign CDL capacity paired with replacement by American veterans (Freedom Haulers expansion). That is citizen-seat priority in practice: critical roles designed for people who stay, retain skill, and succession-plan inside the republic. When we see policy pairing, we see execution.

Operational proof (anchor). Policy pairing as execution standard. When elimination of non-sovereign capacity is paired with a real citizen pipeline, execution sticks. Enforcement without that pipeline is incomplete. Litigation and stays are a real constraint on the speed of broad executive action on visa programs; they do not convert short-cycle temporary or visa labor into sound permanent design. Science and talent tension. The Kratsios Science: A New Golden Age report and the National Security Science and Technology Strategy (NSSTS) name domestic talent and productive capacity. NSSTS language on “attracting and retaining top-tier global talent” is compatible only as genius-tier and critical-field exception where U.S. capability is thin—and only if the admission test is real. It is not a license for short-cycle temporary or visa labor as permanent design on core seats, nor an endorsement of the current weak genius-channel practice.

The American System holds that national strength rests on a high-capability domestic productive base, merit-based development of American talent, and directed improvement of real capacity. Benefits of innovation and skill should compound first inside the nation that builds them.
Temporary labor as permanent design does the opposite: it rents weakness, exports learning, and substitutes arbitrage for innovation. Genuine genius-level contribution remains welcome as exception—after admission standards mean something. Mass capacity built on short-cycle non-citizen staffing is not sovereign capacity.
For companies and state leaders the implication is practical. Critical seat families that will not be permanent short-cycle temporary or visa labor are a design choice under American System norms—systems and habits, not slogans—the same logic Module 5 (Workforce Strategy) and Module 1 (innovation as the real cost reducer) already teach.
